To select the layer you can Alt key + clicking on the layer name in the Layers panel.
Or use the Selection column (rightmost position in the Layers panel).

For me it works on a Windows machine as well as on a Mac machine while using GPU preview.
Not sure why it would not work for you using GPU preview.

I poked around in one of my archives and found a sketch I screwed together some years ago. It works with single Type on a Path objects. Sometimes it's useful, sometimes not.
I'd like to call them Frederiks-Lines because the name sounds pretty good, hoping that Ton does not averse to doing so. You can download it below and play a bit with it.

You can download two knockout approaches and experiment a bit with them.
Type on Path Knockout Sample 1 (Illustrator file, format 2020)
The first expedition uses a stroked type object. The last expedition uses an Object on a Path object that can be scaled and moved along the path to make the appropriate knockout.
Modify the type and move the object on a path (circle) to see what happens.
There are some other ways and I think it was Ton Frederiks who once shared a way that used just a single Type on a Path object to get the right knockouts.

There are a couple of other versatile ways that work with various knockout techniques instead of shortening or lengthening the stroked paths.

This is what the script is supposed to do.
It makes a new document with a rectangle and creates a new spot colour swatch called "CreateSpotSwatch" (see Swatches panel) out of the fill colour of the rectangle. That's all.

Yes, it's a new "assistant" in the latest Illustrator version 29.2.
I don't like it as well, but I'm afraid there is no way to disable it at the moment. Hopefully I'm wrong.

In the Brushes panel, drag the brush entry onto the artboard, change the opacity settings there and drag the new brush definition onto the Brushes panel again.

There are many ways. For example, Blends, Art Brushes, Bristle Brushes (possibly combined with blending modes on the blue background and / or opacity masks, a bit of gaussian blur etc.).

The Constrain Angle setting will not affect the behaviour in that case.
You can use the genuine Scale tool while following the Uniform Smart Guide, but unfortunately the direction handles will then temporarily disappear while dragging them. Not ideal.
In some cases (Shift) using the Free Transform tool may be useful as well (while only single anchor points are selected).

Based on your screenshot it looks as if your closed path is an appearance (possibly a pathfinder effect at the layer level) or a compound shape.
To verify that, you could share a sample Illustrator file with the object shown in your screenshot.
